8330 - CIPA (Children’s Internet Protection Act)
- PURPOSE AND PHILOSOPHY
The purpose of this policy is to ensure that Weber School District complies with the Children’s Internet Protection Act (CIPA), 47 U.S.C. §254(h), which requires schools and libraries receiving federal e-rate funding to implement measures to protect minors from harmful online content while using district-provided Internet access. Additionally, this policy complies with the Internet and Online Access Policy requirement under Utah Code Ann. §53G-7-1002. - POLICY STATEMENT
Weber School District is committed to providing students, staff, and faculty with access to digital resources while maintaining a safe and secure online environment. All Internet access provided by the District shall include technology protection measures that block or filter access to visual depictions that are obscene, constitute child pornography, or are harmful to minors. - DEFINITIONS
- “Minor” means any individual under the age of 18.
- “Harmful to Minors” means material that, with respect to minors, depicts or describes sexual content in a manner that is inappropriate for their age.
- “Technology Protection Measure” means a filter, blocking software, or other technological measure designed to prevent access to inappropriate online content.
- SCOPE
- This policy applies to all students, staff, faculty, and any other users of Weber School District’s Internet access, whether on school-owned devices, District networks, or during school-sponsored activities.
- Internet Filtering
- The District shall implement and maintain technology protection measures on all computers and devices with Internet access to block access to:1
- Obscene content.
- Child pornography.
- Material harmful to minors, as defined by law.
- The District may disable or modify filtering for adults engaged in bona fide research or other lawful purposes, consistent with CIPA requirements.2

- Monitoring of Online Activities
- The District shall monitor online activities of users, including minors, to ensure compliance with this policy.
- Monitoring may include review of Internet usage logs, network traffic, and content accessed on District-owned devices or networks.
- Education
- The District shall provide age-appropriate education to minors regarding:
- Safe and responsible online behavior.
- Interaction with others online, including social networking and cyberbullying.
- Cybersecurity and digital citizenship.

- Notice of this policy and the District’s Internet safety practices shall be provided to parents, guardians, and the community.
- Parents/guardians may request information on how to monitor or restrict their child’s Internet access.
- Enforcement - Violations of this policy may result in disciplinary action, including loss of Internet access, suspension, or other measures as appropriate.

- RESPONSIBILITIES
- Superintendent/Designee: Ensure compliance with CIPA, maintain filtering technology, and oversee policy implementation.
- Technology Department: Install and maintain technology protection measures, assist with monitoring, and provide technical support.
- Teachers and Staff: Supervise student Internet use and reinforce online safety education.
- Students and Users: Follow this policy and report inappropriate content or incidents to staff immediately.
